I understand your point, and sometimes that is the case. However,
using HBO as an example, my cable provider (WOW) transmits HBO with
the Copy Free flag. Yet Comcast marks it Copy Once. So either HBO only
put that requirement in some of their contracts, or Comcast has made
the decision on their own to make it Copy Once.
