Even if it is, it's a very suboptimal solution.

Compensating for it at the source means generating a smaller image 
(less pixels) which the screen then resamples up to the native 
resolution of the panel. So say the screen overscans by 10% all 
round. That means (on a 1366x768 display) that about 77 lines are 
lost from top and bottom. Thus you need to generate an image with 614 
lines (so only a little better than SD) which is then resampled.
The width will be similarly affected, being cut down from 1366 to 
1092 pixels. Overall, you've been cut down from 1,049,088 pixels to 
just 670,488 pixels - or just 64% of the available image detail.

Note that you lose out in picture quality twice - once by having less 
pixels, but also by having a good clean image resampled which will 
introduce (at a minimum) some blur.
