A bit verbose, but:

Basically, since the system can move devices about whenever it boots, you need a 
way to tell it how to find your tuners, etc. udev gives you a way to specify 
known aliases which map to wherever your tuners, etc end up.

This is done before any of the services or applications get going (like the LIRC 
daemon).
