No, these are things that affect the design of the theme, so they can 
only be controlled by the theme.  Changing them may affect functionality 
or usability of the theme, so you'll have to edit the themes definition 
itself (and if things break, live with it or continue to fix the theme 
to work your way).  For example, changing wrapstyle could prevent you 
from easily accessing some content with some screen designs/layouts.
