The OP mentioned that all the channels are tunable via WMC.  That
does suggest that this is a DRM issue (and WMC implements the
required DRM for copy-once).  This is supported by the original mention
of the "high channels".  While each MSO is unique, that is indeed
where most (originally) placed the premium (copy-once protected)
channels such as HBO, SHOWTIME, STARZ, etc.  Note that some
MSOs set almost everything (other than what are typically the
lowest numbered channels assigned to the OTA equivalents) to
copy-once (the largest player in that realm is TWC, but they are
not alone; a Prime on TWC (and the others that copy protect
almost everything) has substantial limitations with MythTV; OTA
and a few government channels only).
