By "localhost" you mean "127.0.0.1", and by "all" you mean both the 
local and master backend IP settings.  Those are on the very first page 
of the very first section in mythtv-setup.  It is the first thing you 
come to when installing MythTV, after the compulsory database and 
language selection.
