I haven't needed to disable the CPU stepping.
I have the same motherboard, and your cpuinfo looks identical to mine
(actually you have 0.07 MHz and 0.14 bogomips more that me)
I have 2GB of RAM of which 512MB is allocated in the BIOS to the graphics.
Using nvidia driver 260.19.44-133 I have no HD playback problems using
VDPAU-Normal playback profile.
