Correct.  To shrink disks requires the "block pointer rewrite" capability(*).
But AFAIK any coding work was never released (before the acquisition
changed everything regarding open source projects).

(*) block pointer rewrite would also enable on-the-fly defrag and
changes to various attributes like compression and encryption
in addition to adding/deleting disks.
