Thanks to all that responded, I believe I have figured this out and it is
... wait for it ... user error (or inexperience).  This has been a low level
annoyance for a long time that I have never made time to figure out.  For
some reason even though I have been messing with MythTV for years and years
the "watched" flag was some how unfamiliar to me.  I found that the programs
being watched were not being set as "watched" because I do not use the
automatic popup at the end of a recording and in the settings the Setup->TV
Settings->Playback->"Automatically mark a recording" flag was not set.
Don't know if that is set by default now, but for my setup I set the
automatically mark a recording flag, tested it, and it works.
