Also, the way the question has been asked suggests that the users 
can't be fully trusted not to "fiddle about" with other people's 
recordings. That being the case, can they be trusted to add their own 
recordings ?

I ask because if you allow someone to add their own recordings, then 
they can create a denial of service to everyone else just by asking 
for more recordings than your system can support (either a tuner 
limitation, or a hardware capacity restriction).
