Just thought I'd share a link to a company I came across in a recent issue of Electronics Weekly. They specialise in v.small factor motherboards (predominantly with Intel cores, by the look of it), some of which might make nice frontends (notwithstanding the apparent lack of VDPU-capable h/w...). 

Not cheap, but I'm not sure how picky you can afford to be when it comes to pico-ITX and similar stuff.
