Myth defaults are just commonly used values, the symbol rates can be almost anything the uplink company configures, usually they are the same because most transponders are the same bandwidth and for direct broadcast there is no reason not to fill the transponder completely. This mux is on a narrower than normal transponder, hence 23000000 rather than the more normal 27500000 or 30000000. 

When satellites are used for temporary services it's common to find extremely varied rates, I once got asked to change from a booked 13333000 to 13244000 5 minutes before transmission due to a cockup on the frequency allocation front, caused mayhem!
