I don't think 'signal strength' and 'signal-to-noise ratios' as
reported by DVB cards are very helpful.

However, if you're getting pixelation then I'd almost guarantee that
you have an input signal problem.
You might want to think about an amplifier upstream from your
splitter, or a powered splitter. If you go that route be aware that
the signal can be too strong as well as too weak, so an amplifier that
lets you adjust the gain is preferable.
You shouldn't necessarily need an amplifier for a four-way split but,
if you're pre digital switchover, then the digital multiplexes are
turned down to a relatively low power.
