I had basically the exact same issue and it had to do with one of my
backends not set to accept connections from frontends not on the local
machine (I forget the exact wording of the setting now).

My situation was that a slave backend would record fine but only the
frontend on that backend could play anything that was currently being
recorded, including live TV, once the recording was finished any
backend could play it. Turns out that, with this setting set,  if a
recording or live TV is in progress on that specific backend then any
frontend that wishes to play that recording back streams it from the
recording backend, not the master backend, or the backend where you
recording drives exist.
