My experience is that if you go to the mall, and you ask 50 people
"Were you aware that when you buy something from another state, by mail
or over the Internet, and there's "no tax", that you're supposed to keep
track of all that stuff, and file a Use Tax report with your own state
at the end of the year, and pay *them* the tax?"
you *might* get one person who says yes. Maybe two.
Of the twenty you get yes from in a thousand? Maybe one or two of those
actually do it.
So it's not at all an unreasonable assumption to make.
