I can vouch that this type of stuff can happen in error.  When I first
started using Firewire recordings, many of the flags made no sense.  In one
case, ESPN SD was copy protected, but ESPN HD was not.  It took me months
and many attempts to get in touch with someone with Comcast corporate who
even knew what I was talking about.  After reaching this person, he was able
to fix the problem in weeks to what we see now (all but premium being
copy-freely).  I went back and forth with the Comcast contact about what I
was seeing.  I provided spreadsheets of the flags per channel.  I am not
saying that I got Comcast to fix this for all regions, but definitely mine.
