An i3 530 should have no trouble playing back broadcast h264.  Unless
they're sending single sliced content, h264 at broadcast bitrates really
isn't that difficult.  The reason the OP is having stuttering problems has
nothing to do with video decoding, but rather the fact that Flash does
colorspace conversion and scaling in software.  Any proper video player
will offload that to the graphics card, either through OpenGL or some other
video overlay like Xv.
