For me, the pertinent clip is:

> a MUX which services the location, from where the carrier can provision
> off a variety of services to 1 or more customers

Those last five words do make it a *bit* ambiguous, I think, but 
perhaps I simply didn't have enough caffeine today.  "MUX which services
the location" does not, to me, imply "MUX which is physically at the
location".
