This came up on another thread.  Frequency ID is not what you think it is.

What identifies a HDHR channel is the multiplex id and service id.
The current HDHR channel scanner mis-populates this field by putting a
number in that corresponds to the physical frequency rather than the
virtual frequency as this field is intended to hold.
