That is only the case on older systems with integrated video.  The 
chipset and GPU have no dedicated memory, instead relying on access to 
the memory through the CPU.  The older systems would not lock the memory 
controller, instead scaling it down with the processor to the point that 
the GPU would become starved for memory, causing problems with VDPAU.
