The video decoding (but not the deinterlacing) is performed by a
purpose-designed chip quite separate from the actual GPU. The deinterlacing
is performed by the shader units on the GPU.

As a result of this, an 8400GS is just as good at decoding blu-ray as a
GT430 - the newer cards have added support for a handful more formats, but
the decoding for existing formats is basically unchanged.

An 8400GS isn't as good at PLAYING blu-ray as a GT430, because it's a much
slower GPU that can't keep up with the highest quality deinterlacing
methods.
