Those xorg.conf mods helped to stabilize the cpu usage as reported by 
top but by themselves didn't fix my problem. I eventually realized that 
the problem was a default timestretch setting of 1.1 which was trying to 
force a frame rate faster than my display could take (or at least that's 
what I speculate). Once I set the timestretch to 1.0 I was able to get 
all the double rate deinterlacers working.
