Your other card is a hybrid card (ie, it has analog hardware as well).
I promise I'm not making this all up. The video node is *only*
relevant to analog hardware. The device you are having the "problem"
with is digital only and under no circumstances, *ever* will it have a
/dev/video node.
Don't RMA it. The card is functioning properly.
