I would guess the latter. My sense is that most people who even use
cutlists follow through with lossless transcoding (except for h.264
recordings) so the issue rarely comes up.
Ticket #8631 (http://code.mythtv.org/trac/ticket/8631) fixes this
behavior for relative seeking, absolute jumping, and time display
(e.g., if the first minute of the recording is cut, it might display
8:03 instead of 9:03). Of course, that's only helpful if you do your
own builds, since it's unlikely to be incorporated any time soon.
