The current implementation will let you seek anywhere that's already
been loaded. It starts from the beginning of the video, and transcodes
in real-time to flv and sends that to your browser. As more loads, you
can seek to any point in that already transcoded/sent portion. There
is a patch to add what you want (called pseudo-streaming), but I've
never tested it, and it's quite old, so it may not apply cleanly
