The commskipping process works on recordings and is startup when the
recording starts so if you have enough concurrent user jobs enabled and your
machine is powerful enough it can allow you to commskip a recording in
progress...

However this is not the same as livetv. The commskip process is not started
on livetv as far as i have seen... afterall youd have to start livetv, then
pause your tv for a good while to make this have a point, while you are
waiting why not just watch another programme instead... this is just further
evidence to support the deprecation of live tv.
