Yes it does, but not running fedora for quite some time, I do not even
know what the livna-config-display does??  It appears to fall under
the same nomenclature as the regular system-config-xxxxx config
utilities..

Other than what Geoff suggests later in the thread, I'm out of ideas.
The xorg log did in fact have no other outputs detected by the nvidia
driver, but that could also mean that they have to be explicitly
configured in xorg.conf with that older driver.

I know nvidia-settings is not working for you, but it is possible to
hand edit the xorg.conf file for tv out..  There are threads galore
out there with google: nvidia xorg tv-out

New cards that will do vdpau (even thought you do not need it) with
tv-out (almost all nvidia cards have tv-out) are pretty cheap..
Someone on this list got a pretty good deal on one a couple of weeks
ago.  List user Tortoise found this one:
