Are you using a compositing window manager on your desktop? (i.e.
beryl, compiz, ubuntu desktop effects, etc.) If so there should be a
setting on your window manager to adjust the refresh frame rate. Once
you set that equal to your display refresh rate, the tearing should be
gone.
