When I was poking this trying to find a pattern, I found the no-output
(no lock) problem was made far worse when there were multiple tuners;
but still did occasionally occur when there was one tuner.

lets eliminate some variables, or find patterns:
- ota or cable? (I'm ota)
- channels with strong or weak signals?
Idle speculation makes me wonder if the problem is in the code
handling how the tuner initially locks a weaker signal.
