No. In the UK, Standard Definition digital recording, i.e. Freeview, is
broadcast in MPEG2. I understand that HD broadcasts are in h.264, but not many
of us over here can get those yet, so yours are probably in MPEG2. The container
myth records digital in is what is straight off the air; that is MPEG2-TS
(Transport Stream). You probably want to lossless transcode, which should result
in MPEG2-PS (Program Stream).
