modules_path is supposed to be a constant containing the value of the
path to the modules directory.  For backwards compatibility with old
versions, undefined constants degrade to strings of the same name.

Somehow your setup isn't defining the constant properly, which means
something else is wrong with the setup.  Check your apache log for more
detailed errors -- there should be something else going on, probably in
defines.php.
