I have confirmed this to be a bug in MythTV 0.23 subversion rev 24958 
(and possible later).

The problem does not occur with the standard bzip2 build on the download 
page, everything installs as expected in the correct locations without 
any root (or sudo) access - which is good news :)

I just need figure out what was the actual change now :(
