$ ls -l /dev/lirc*

Betcha there's no /dev/lirc, but instead, /dev/lirc0. Add a symlink or
edit your distro's initscript config. The default device really ought
to be changed in lirc from /dev/lirc to /dev/lirc0 (which I've done
for the Fedora lirc builds), but I think I'll go ahead with committing
that change upstream at some point too.

This has nothing to do with video on your hd-pvr not working though.
