It certainly could be. I know that some PBS stations that had VHF assignments 
traded (sold) them to commercial UHF stations, but the agreements I am aware 
of required the commercial station to compensate the PBS station for their 
higher costs, in one case for 30 years.

Yeah, too many possible factors to make a fair comparison, especially if it's 
a different xmtr site.
