Douglas,

The temperature threshold for trigering the fan should be way below
the temperature required to trigger a throttling of the cpu ...
therefore; either your case is poor design, you haven't fitted the
mandatory fan for the DualCore Ion platform, the system isnt setup
right (maybe it isnt perfect out of the box Ion is a fairly new
platform) or simply the Zotac MB is a poor design.
