I finally got my Revo 1600 to playback some downloaded content at
23.98 fps great - I was reading this:
http://www.mythtv.org/wiki/NVidiaProprietaryDriver and I saw that the
following:

Any refresh rate that is a non-multiple of the actual framerate will
result in jitter whenever there is motion on screen.

So I set my resolution from 1280x720 where I could only manage 60hertz
refresh to a much lower resolution (840x525 I believe) where I can
manage 75hz refresh rate. This actually looked great and I thought
everything was fine. My major hangup was thinking I would want my
display resolution to match my recordings.

When I moved back to recorded content from my HDPVR however the jitter
resurfaced. I'm guessing that the framerate on the display wasn't
correct for this video content.

My remaining question is: how am I supposed to manage my refresh rate
to always be compatible with my content? Is it possible to jsut pick
one that's high enough to accommodate any content?

xrandr shows this output:

</pre>

Also I note that nvidia-settings says i'm at 75hz on refresh rate yet
xrandr says I'm at 61.0 - or is that pixel depth? This is still pretty
confusing.
