Traditionally, routers worked on Layer 3, making decisions based on IP  
addresses.  Switches worked on Layer 2, making decisions based  
strictly on MAC addresses.  This has become a bit blurred over the  
years, but your average $20 desktop switch is a Layer 2 device.

NAT *is* the job of routers, because it works in Layer 3, but a device  
doesn't have to do NAT to be a router.
