Ok This IS weird. But you have a /dev/video0 set up, so your (Ubuntu?) 
setup is good.

Just to check here:
In mythtv-setup, section 1 "General", second page, you have selected TV 
Format: PAL-BG, and Channel Table: Malaysia????

Then in section 2, you have tried ALL of the different tuner types 
(which probe properly)?

In section 3 "Video Sources" you have you grabber listed
In section 4 "Connections" you have paired your grabber to your cards 
input (probably called TV).

Then it should scan!
