Oh man am I dumb.  Issue appears to be that I thought I was using the
pcie card, but I was in fact just plugging the enclosure straight to
the sata port on the board via a rear panel (that I actually
installed).  Interestingly it worked, but not very well.  Here are the
new numbers:


/dev/sdh:
 Timing cached reads:   8976 MB in  2.00 seconds = 4491.85 MB/sec
 Timing buffered disk reads:  362 MB in  3.02 seconds = 120.06 MB/sec
