How about a bounty based system.  People can vote for issues by putting up
money as their vote... the developer who submits a complete, accepted, and
functional patch is awarded the 'votes'.

The tasks would all be relatively simple, and the payouts small (capped at
$100USD max maybe), but hopefully it could attract new developers by getting
their feet wet with myth.

I am sure there are some legal, technical, and ethical considerations
though... and they are not always so simple to work out.
