It's a little pricey, certainly there are cheaper cards that will do 
VDPAU, but if there's one there are likely others as well.

It does have a fan, but the fanless cards I've seen have HUGE heatsinks, 
often blocking adjacent slots, and I doubt you'll find a lo-pro card 
without a fan.

I'd guess if you look around you may find a cheaper one.
