Just to clarify, this will not preclude a developer from keeping his theme
in the MythTV/myththemes repository on github. If a theme is being
maintained by a core developer, it can continue to live on in the repository.
There just isn't much need to create tarballs or packages containing all those
themes if they are individually downloadable via the theme downloader.

Packagers will also be free to package up what they want, including themes
from the MythTV/myththemes repository or 3rd party themes if the themer
allows. Users don't have to download themes from the theme download site,
but it could save bandwidth or disk space for the user if they can
install/remove themes at-will rather that installing a mythtv themes package
that includes lots of themes they'll never use.

What to do with the current 3rd party themes inside MythTV/myththemes hasn't
been discussed yet.
