Looking at the archives, it seems you're using an EPIA right? Does it use
via-rhine drivers for the NIC? I had similar issues with TFTP booting an
EPIA M10000. This topic:

Explained (further down) how to upgrade the NICs firmware. Basically a new
BIOS image had to e created with a replaced NIC firmware. That solved it for
me. YMMV.
