MythWeb allows you do this, except for the bit about skipping backwards.
As far as I can see, you can pause what is playing, but attempting to
skip back results in it starting from the beginning.
I believe this is because it is basically transcoding the recording in
real-time down to a lower bitrate, so your backend needs to be up to the
task. My 2.4 Ghz Athlon X2 can transcode 17Mbps MPEG2 down to 1.5Mbps
in flash format no problem, just as a reference point.
BTW, I hear you on the F1 - I'd be looking into the same thing, if I
were in your shoes.
