When I upgraded to 0.23, I had to add the file:// to get it going again. 
I can confirm that it works, because I don't have my playlist on apache.

I've been on Myth since 0.16, and I'm on my 3rd recording method with
Myth.  IPTV has by far been the best experience once it was set up -
started with a PVR250, then went to firewire, then to IPTV.
