The Foxconn doesn't have a PSU fan, as the PSU is external. It does, 
however, have a CPU fan which can kick in occasionally. I haven't 
configured mine completely yet, so I can't say how noisy it is in 
real-world use. In my testing, it's been barely noticeable.
