I have a USB modem (for caller ID) that didn't work when I loaded
ubuntu 10.04 (2.6.32-21 at the time.)

Moving the modem to a different USB slot brought it back to life.
There are no udev rules for this device and I can't explain why
this worked, but you might try it before moving to a new mother
board.

You did ask for "any ideas".
