Yes, it takes any file, even DVDs, and spit a directly usable file for
your iPod Touch/iPhone via iTunes or whatever (gtkpod, etc...).

Indication on how to get it, yes.
For the latest snapshots, dev code, so may break:
sudo add-apt-repository ppa:stebbins/handbrake-snapshots && sudo
aptitude update && sudo aptitude install handbrake-cli
There is a gui version, handbrake-gtk.
Otherwise, if you are not on 10.04/Lucid yet, use the stable release:
