Too me, it looks as though you would only have to upgrade your
graphics card to one of the newest (e.g. 9800GT) so you can get the
latest drivers and move all video processing to the card.

I don't know if there is a fanless 9800, be nice if someone could say.
They seem to be loud, in my estimation.

HD-PVR might be a good option for Dish if your STB has component out.
I'm not up on the latest, though. Others will chime in.
