Given that the previous instructions doesn't provide the required 
functionality, what would be the correct procedure to enable the desired 
behavior for "browse all channels"?

Fixing "Browse all channels" would go some ways but there's also the problem 
of inefficient tuner allocation that could be fixed while I'm in there.  It may 
turn out that the prudent path to take is to indeed fix "Browse all channels" 
and then look at any broader issues.
